  Under the excellent situation that “Three Links” has been basically realized between Taiwan and the mainland and the compatriots on both sides have close contacts with each other, as well as in respond to the call of strengthening the wide-ranging exchanges between Taiwan and the mainland in all social circles, Beijing Arbitration Commission entered into a series of exchanges and cooperation intentions with Taiwan Tamkang University and Taiwan Arbitration Association, etc. that have a long-term cooperative relations. Recently, the delegation led by the Secretary-General Hongsong Wang, comprising Arbitrator Yaxin Wang, Yulin Fu, Professor Haopeng Su, Deputy Department Supervisor Lisong Peng were invited to Taiwan from Feb. 28, 2009 to March 7, 2009, in order to jointly organize and participate in the series activities for promoting the Cross-Strait exchanges and cooperation in arbitration and related legislation fields with the colleagues from all walks of life in Taiwan, which has achieved great success.

  The delegation’s trip attached great importance to all walks of life in Taiwan. The delegation held the exchanges banquet at Grand Formosa Regent Taipei Hotel on March 1. Konglian Gao, the vice chairman and secretary-general of Straits Exchange Foundation attended the banquet and made an important speech. The high-ranking government officials of Taiwan “Control Council”, “Examination Council”, “Mainland Affairs Council” and other departments, the well-known professors and the dean of the Law School from the 16 universities as Tamkang University, Taiwan University, Soochow University, Chengchi University, etc. the leaders of seven industrial associations as Taiwan Association of Construction Engineering Industry, Taiwan Securities Association, Taiwan Association of Machinery Industry and so on, and nearly 100 elites from Taiwan legal profession, arbitration community, press circles attended the banquet. At the banquet, the secretary general expressed sincere appreciation for the presence of the vice chairman and secretary general Konglian Gao and all distinguished guests, and said that this trip is to carry out more extensive exchanges and cooperation at the aspects of diverse disputes resolution with friends from all walks of life in Taiwan.

   The delegation participated in the series subject seminars and lecture activities themed with academic exchanges, including “2009 Cross-Strait Economics and Legal Series Problems Seminar – Special Seminar on the Mainland Arbitration System and Taiwanese Businessmen Rights and Interests Guarantee” of Tamkang University International Trade Department, “Seminar on the Mainland Arbitration and Judicial System” of Soochow University Law School, and the special speeches organized by several industrial associations in Taiwan, it has presented the relevant problems of the Mainland Arbitration System, Property Law, Taiwanese Businessmen Rights and Interests from different professional fields, which received a warm welcome from academic communities and extensive Taiwanese businessmen.

   On March 2, 2009, on the special seminar about the Mainland Arbitration System and Taiwanese Businessmen Rights and Interests Guarantee held at the International Trade Department of Tamkang University, the delegation respectively made the subject speeches as “Present Situation and New Development Trend of the Mainland Arbitration System”, “Comparison of Civil and Arbitration Proceedings in Mainland – Take the Procedure as the Core”, “Relations between Civil and Arbitration Proceedings in Mainland – Center on “Non-enforcement of Arbitral Awards”, “Influence and Coping of the Mainland Property Law Against Taiwanese Businessmen”. Li Bingnan, the “member of Control Council” in Taiwan and Professor Xu Shihuan from Taiwan University Law School and other well-known scholars carried on the comments to the content of speeches. The Cross-Strait scholars started the discussions on the similarities and differences of arbitration and litigation systems between both sides.

  From March 3 to March 6, the delegation participated in the special seminar concerning the mainland arbitration system organized by the Association of Science Industry in Taiwan Science Industrial Park, Taiwan Association of Machinery Industry, Taichung City Industrial Development & Investment Promotion Committee, Importers and Exporters Association of Taipei and etc., the themes of the seminar included Taiwanese businessmen how to protect their own legitimate rights and interests, intellectual property protection, property law of the mainland and other aspects through arbitration. All the associations attached great importance to this seminar, and the seminar has been chaired by the standing director or general secretary of the associations personally, as well as full of enthusiastic participants – there are Taiwanese businessmen that came all the way from Mainland to Taiwan to attend the seminar, the atmosphere of the seminar is very active, and the audiences reacted strongly. Mr. Hongming Cai, the “Executive Committee of National Security Council” in Taiwan attended the seminar concerning “the Cross-Strait trade and investment how to change the crisis for the favorable turn under the global financial tsunami” organized by the Importers and Exporters Association of Taipei, he pointed out that, “After the Cross-Strait economic and trade interaction being in line with the global practice, there will be more and more enterprises are willing to seek arbitration to deal with the economic and trade issues in the Cross-Strait contacts among the folk and the enterprises in the future”, and encouraged the Taiwanese businessmen to solve the trade disputes through arbitration.

  The delegation’s trip attached great importance to all walks of life in Taiwan.
